Summary:

We have received below privileges in 24D release.

View Performance Goal by Worker(HRG_VIEW_PERFORMANCE_GOAL_BY_WORKER_PRIV)
View Performance Goal by Manager(HRG_VIEW_PERFORMANCE_GOAL_BY_MANAGER_PRIV)

As per Oracle documentation privilege provides view-only access to performance goals. However while testing it was observed that the goal page is unavailable without the manage performance goal privileges.
