Login policies with SAML or OIDC

Hi,
we have read the documentation about access policies through SAML/OIDC and we have the following questions:

  • Should the creation of new users be kept in TOA or is it possible to create them externally and have the Identity Provider send us the information such as User Type or Role (and other necessary information) when logging in?
  • Is the use of SAML/OIDC only to connect with an Identity Provider in relation to access control but not for User Administration?
