Approve performance goal

Summary:

Hi All,

We have a requirement that the approvals should always flow to the worker's manager, regardless of who submitted it. Ex: if employee submits it should flow to L1 manager and if employee's manager add goals on behalf of employees then also it should flow to employee's manager. Currently in second scenarios its flowing to L2 manager (manager's manager). My setup is correct as below but still it is not working:


Does anyone knows if this particular logic is not supported in Goals?
