New Document Manager is unable to Edit employee Performance Document when using Goal Sync feature

Summary:

If employee performance document is transferred to new manager, below is the issue.

--> If Core HR Manager & Document Manager is same then new Manager can access and perform actions on Goals in Document.

--> If Core HR Manager & Document Managers are different, below are the results

Case 1: Core HR Manager is ‘N’ and Document Manager is in the upward hierarchy of Core HR Manager, then Document Manager can access and perform actions

Case 2: Core HR Manager is ‘N’ and Document Manager is with anyone (Other than upward hierarchy of Core HR Manager) then Document Manager can access document but not Goals & Content in Document.
