OTL Timecard lines with the same POET information need to be imporetd as-is and not merged

User will create an OTL Timecard. The timecard will have 2 or more lines on which the Project, Task, Expenditure Item, Expenditure Organization, and Expenditure Item Date will be the same. The user may be entering different information in the Comments ont he timecard, and therefore need these lines ont he timecard to remain as unique transctions when they are imported into Project Costing. However, currently when viewing the OTL lines in Manage Project Costs, the 2 or more OTL lines are being combined into one line, with the hours entered onto the 2 or more OTL lines being summed into one line.
