Time zone changes in Set Preferences not working

Summary:

As admin we set Layout to Server time > Logged in as employee > Set Preferences it is in UTC 0:00 > Employee Check In in Web clock > Employee went back to Set Preferences set it in UTC +2:00 > Check Out in Web clock = no changes in time 

How is the time in Web clock not changing even after changing in set preferences?

We also tried setting the layout to Device time > Allowed Difference: 999 seconds > Logged in as employee > Set Preferences it is in UTC 0:00 > Employee Check In in Web clock > Employee went back to Set Preferences set it in UTC +2:00 > Check Out in Web clock = no changes in time
