Blank Letters appear when generate statement for direct reports

Hello all,

When we generate letters for direct reports that didn't have any salary increase, the statement appears with blank pages. We were expecting to have a message saying that the statement is not available.

Please, does anyone know, how to prevent these blank pages from appearing in the statement for people who have not received any increase?
