How to make AI Assist button selectively available on Add Development Goad Redwood Page?

Summary:

With the Redwood Add Goal page, we have an option to enable AI Assist feature. We have a scenario to enable it only for specific countries, how can this be achieved. Tried to create a new business rule and add condition with roles, however this applies to fields and regions only and not page level properties/items. Any assistance will be greatly appreciated.
