HR can't edit goal in individual employee goal plan

Hi all,

In Redwood UI we created a performance goal plan and assigned it to employees. In the configuration of the plan we have included the possibility to edit only by HR Specialist and Manager. The manager in the plan assigned to the employee has the "edit goal" button enabled while the HR no. (HR can see the button but cannot click it). Do you know why HR can’t edit?
