Talent pool fields greyed out

Summary:

In talent pools we have the Impact of Loss and Risk of loss, those fields are greyed out for some users when trying to add employees in talent pool. Is this expected functionality or we can enable these fields to be populated when creating the talent pool for users.

Has anyone else faced this issue before?
