How can notification alerts be sent for Journey tasks using Alert Templates?

We set up a special template to send a worklist notification to the Owner when a user marks a task as Not Applicable. However, the Owner doesn't receive the notification. Is there something we need to change in the setup? Or additional setup that should be done?
