Remove goal relevant actions but still can manage goals as HR

Summary:

Hi,

There is a requirement for HR to be able to add and edit goals for employees through Goals page using global search while can't view and perform actions like Pending Goal Plans, Goal Plans, Review Periods, Performance Goals, and Scheduled processes around Goals.

Working on that, we found out that the role of ORA_HRG_MANAGE_PERFORMANCE_GOAL_BY_HR gives access to the Goals page on directory but at the same time enables all the actions above.

Any ideas?
