How to add a DFF to the Performance Goal library page in redwood?

I have created DFF's as Global Segment under HRA_GOALS and these 2 goals are visible for the employees when the add goal to their goal plan (me<career and Performance<Goals< goal plan< Add goal). But these DFF's are not visible for the admins when they go to my client group>goals>Performance goal library< add goal/edit the existing goals.
