Work Definition FBDI is not creating all necessary csv files for upload

Summary:

I am trying to create a new Manufacturing Work Definition using the Work Definition FBDI. The problem I am facing is that when I generate the CSV, the zip file only contains 1 or 2 of the .csv files - not all 4 (which is what I expect). I have downloaded the latest FBDI. I have recreated the FBDI multiple times from scratch, but still not all of the files are creating in the zip.

The Work Definition that I want to create has 3 operations and material from a Primary structure issued into the first operation. The structure is defined on the product.
