Can I make the performance form 'in use' but only send it to a few people first?

I have a team that needs their reviews early before their manager goes off on leave. Am I able to send the form just to that team first and launch it to the entire company at a later date? If so, how would I do that? Our year end forms will launch next week for everyone, but I am hoping to just launch 5, this week if possible.
