Different front load balances for each employee

Summary:

Hi All

we have a requirement from our HR Department , we have a leave type called business trip where the employees will apply for leave when they went for business trips ,currently there is no Plan is attached to the this leave type , now HR has requirement to have front load balance for each employee for this kind of leave type , but the issue is that it will be different for each employee based on Grade , Position , Nature of project they are handling etc. . Can any one advise how can we achieve this .
