creating credit memo without applying it to an or invoice because of which there are audit concerns

Summary:

Hello Experts, we have a business requirement

Currently the users are creating credit memo without applying it to an Original invoice because of which there are audit concerns and hence the creation of unapplied credit memo is required to be restricted from Create Transaction page of AR Billing.

The users should be continued to be able to view the "Credit Transaction" option in the taskpane as this would allow creating a applied credit memo.

Which priviledge should be removed in order to achieve this?
