Can we have two goal plans under one PD

Hi All,

Customer wants to create goal plans for quarterly period, but the PD review to be done half yearly.

Can we achieve this?

What I am assuming is instead of creating review period for 2 quarters, creating one Review period where we can have 2 plans incorporating them ?
