How to match the scope of Time Managers to their delegated Time Keepers

Summary:

We have OTL time keeper role that specific employees will need to enter time card information on behalf of the team(they will not need to approve time cards). And OTL Time Manager role which approve those time cards and send to Payroll for processing. We assigned the Time Keeper role to a sample employee and they were not able to access any employees from their Time Manager. When we assigned the OTL Time and Labor Administrator Data role to the time keeper they were able to see the employees outside of their Time Managers team. I am
