Emailing Customer Annual Statement Including Closed Invoices

We have a request to send consolidated annual invoice statement to customers, tried below options
—> "Create Customer Statements" will include only open invoices/its associated activities, it will not pull the closed transactions
—> "Billing History Report" will have a BIP report, but there is no email functionality for this
What is the best way to email the annual invoice statement to customers including closed invoices, any guidance is appreciated
