Redwood-Is there a way to default the filter chips values on Explore Goal Library

Summary: Our company is only using the Development Goal Library, can we default the filter chips values system wide to default to certain filter chip values?

We are rolling out Redwood for the Goal Center and employees are not familiar with how to use the filters from Explore 'tab'. Would like to streamline the use of the Goal Center to present a default of the View = Library and Type = Development.

Can we generate a business rule for filter chips or is there another mechanism to manage defaulting the filter chip values?

Is there a mechanism to remove other filter chips that are not relevant?
