How to add a Time Entry Rule to an existing Rule Set as an Update with an effective Start Date

I want to add a new Time Entry Rule to my existing Rule Set, but I don't want it to execute for prior period time cards, just for those created on or after the effective date of thenew rule. Updated the Rule Set (using Edit→Update) as of 12/30, then added the new rule. But it does not execute for my 12/30 time cards.

I added a new rule, using the 'Edit - Update' as of 12/30. It did not execute for the worker when I entered time for the period starting 12/30. I updated the employee's Time Processing Profile as of 12/30, removed and added the Time Rule Set, but that did not allow the rule to execute. I then added an override of the time processing profile, as of 12/30, and the new rule still doesn't execute.
