Global Search : FND-6603 Search Error

There has been issue when using Global Search. When we are trying to search on the home page, we are receiving the error below. However, when we go to workspace and try to use the Global Search, we are not receiving the error.

FND-6603 Search is not currently available.
Cause You do not have permission or an application error has occurred.
Action Try the search again or contact your system administrator.

We are also able to launch the Recent Items and we are navigated to the Account details. When we click Cancel, we are navigated to the normal UI of Accounts instead of Workspace. We are not sure if this is the correct behavior, but we were expecting that it would navigate back to Workspace.
