Optimization routing not assigning activities

Summary:

When there are no activities in routing bucket the optimization routing is triggered but skips.

Scenario: Optimization plan is created to make sure the activities are re-assigned to other technicians based on thier availability.

There are 3 technicians and assuming all are at same start location and all activities are close by to 3 of them. All other parameters remain same.

Each activity is of 2 hours.

Tech A - Has 4 activities - 1 activity in starting after the shift ends (Overtime)

Tech B - Has 2 activities - Has 4 hours of shift remaining

Tech C - Has empty route
