Work Order BPM Approval is not initiated

Hello,

When the status of the work order is changed from Unreleased to Released, an approval flow needs to be initiated.
To ensure this requirement, I've configured the BPM as below.


Although there is no validation error raised and the rule has been deployed, the BPM approval flow has not been initiated.

Could you please let me know how to solve this issue ?
