Selecting “HR Specialist” in the 'Allow Updates to Goals By' limits workers to edit all elements.

This setting limits workers to edit all elements of a performance goal - for example, actual completion date, goal category, goal type, start and end dates. Whereas, it previously used to limit workers to updating only the the status of the goal. Is this a new update? Or am I missing something?
