Performance DFFs Are Being Bypassed Even Though it's Required

Summary:

We have Performance DFFs that upon testing, can be left unanswered even though it's required (see screenshot below). You need to click Edit in the section and save it without providing all answers to get the error message, but if you leave it all unanswered, it lets you submit the performance document without an error message. Anyone else encountered this and know the fix?
