Line Manager and HR Specialist are unable to delete any competencies in the Perf Doc

The performance document has been created for an employee.

But for some reason we want the Line Manager and HR speacialist to be able to delete one of the competencies from the performance document.

However, we're getting this error when trying to delete a competency "You can't remove the competency from the performance document because it was populated from the person profile in the Skills and Qualifications page. (HRA-960519)"

Can someone please help us why we're not able to delete it?
