24D - Weight section check box is not editable when creating new performance section template

Summary: We are moving to Redwood Performance Management soon but I am unable to create a Performance Template Section with a weighted section for goals since we moved to 24D. This was not an issue in 24C.

Content (please ensure you mask any confidential information): We need to create a Performance Template Section for our performance goals to be weighted at 60%. Our competencies are weighted at 40% for a total of 100%. The check box is non-editable when creating the new section.
