Projects time card

Hi Team,

We have the following requirement:

Project XXXXXX have a yearly 16 hrs scheduled to be entered as time card entry by the employee's. Currently user's enter more hrs then 16 hrs. We would like to restrict those hrs for a particular project how to achieve the same?
