System is not triggering the custom ChecklistWelcomeReport

Hello experts,

We have created a custom ChecklistWelcomeReport, mirrored the permissions that is within the HCM > Workflow Notifications folder but upon checklist allocation, system is not triggering the custom enterprise onboarding email but the standard one.

Please let us know if there are any specific areas we need to check.
