How to add Library Goals *IN BULK* based on specific department(s)

Summary:

I read many posts however could not have clear answer on the following:

• The business requirement: employee should see set of Library Goals based on his/her specific department
• Question: What would be the easiest way to add 200 Library Goals and associate them with departments? I tried once via HDL, however to associate with department, I had to run another HSDL - is that how it supposed to work or does anyone know another way? If yes, would you mind sharing the template,
