Mass Completing Performance Docs: Population Type Field Required. Can this requirement be removed?

Summary:

When attempting to execute the mass complete function for performance documents, the system prompts for the “Population Type” field to be filled. This field, which was previously optional is now mandatory.

For large company of 10,000+, this makes the process difficult. Can this field not be mandatory?
