Fast Formula to consolidate participants' score with the manager overall score for the employee

Summary:

I am writing a fast formula to calculate the Overall Summary Score on a performance document pulling from:

1. Technical Goals Section
2. Competency Section
3. From Participants' Feedback on Core Competencies (Peers, Subordinates, Manager & Self)

I was able to generate the scores in the individual sections, However I am unable to pull the scores from the other participants (peers, Subordinates, Manager & Self) to include in the Overall Summary Score.

Note that the Manager score and Employee Score can be easily obtained in the performance document section but using the participant areas I can't get those scores.

The Overall Score =Manager's Technical Goal Score + Average of (Average[Peer Competency Scores, Subordinate Competency Scores], Manager Competency Score, Employee Competency)
