Is it possible to create rest api sales order without having Item's Unit of Measurement

Would like to know is it possible to create Rest API Sales order without getting Item's unit of measurement (UOM). Source system would not like to send UOM for each order line item. This should be handled by fusion if payload read the order line records. How can this be handled in fusion order management
