Unable to create performance Document to an Eligible Employee

Hello,

When I try to create Performance Document to an Eligible employee through My Client Groups > Performance > Performance Document > Create Document and choose from the filters the system doesn't show the Document the employee is eligible for. And we're not using Goals or Goal plans.

Employee is eligible for the document

Eligibility Profile is generic and the person's info matches.

Eligibility profile has been added to the "General" tab and "Document Periods" tab.

"Available to use" checkbox is marked.

Performance Process Flow doesn't include "Setting Goals".

Performance Document Type has been created and added properly.

Please advice.
