Unable to see any ICP plans when trying to assign to employee.

Summary:

I have ICP's created with plan access Administer Individual Compensation and Manage Individual Compensation, always allow for all 3 parts. There is no eligibility on the ICP plan nor the elements besides the Open standard configuration. I can see all of the ICP's when I go to Individual Compensation Plan but when I attempt to assign to any employee using the HR Actions mentioned above I don't see any plans. I have the Comp manager view all, Comp Admin view all, and Comp Analyst view all roles. I can see all of the employees and all of the plans I
