Need some clarity on Assigned Developmental Goals

Summary:

We are seeing this behavior where a manager assigned performance goal cannot be made 'Inactive' or 'Deleted' by Employee but Assigned development goals can be made 'Inactive' by Employees. 'Inactive' option under '…' is enabled. Is this expected behavior.
