Impact of Assignment Change Date on Performance Document Creation

Hi,

We are checking whether the assignment change date impacts the creation of performance documents. For example, we have the Q3 performance document in place with a date range from October 1, 2024, to December 31, 2024. However, for certain employees who meet the eligibility profile criteria, we are unable to create their performance documents.

We suspect that the issue might be related to assignment changes occurring in mid-January. Could this be a possible reason why their performance documents are not being created?

For reference, these employees have a valid job, assigned goals, linked line managers, active user IDs, and are currently active in the system
