In Goal approval workflow, if an employee don't have a matrix manager, transaction is getting failed

Summary:

We have a requirement to send a FYI to the matrix manager in the goal approval workflow. But in case of employee not having a matrix manager, the entire transaction is getting failed. Instead it is expected to stop only with the Line manager, if matrix manager not mapped for an employee.
