Modify the seeded error message in ICP attachments section

Hi All,

Is there a place where we can modify the seeded error shown in the ICP submission section when employee tires to submit the ICP without an attachment? I queried this message if it can be modified in the Manage Messages but this particular message doesn't sit in the Manage Messages page.

I even tried running a query from the back end to find this text in the table FND_MESSAGES_TL but I couldn't find any.

I am not sure if this is specific to Redwood or can be done only via VBS. If yes, then how can we do this from VBS?
