Manager need to view/recommend Career Roles to workers in Opportunity Marketplace

Summary:

After redwood is enabled for Talent, the responsive Career Development page is no longer available. Workers need to view/save roles from the Opportunity Marketplace page.

However, the Opportunity Marketplace page is ESS only - Line managers are not able to view or recommend Career Roles for their workers.
