sequencing of Questions in Question template

Summary:

We have requirement to create a Questionnaire which consists of 60 questions. while creating the Questionnaire template we were able to add the questions in sequential order till 25 upon adding 26th question it adds up in between (between 14 and 15) not in sequential . is this expected? if we have to add these sequentially how do we do it? kindly share your thoughts on this
