Assign Performance Documents before Evaluation Start Date

How can I assign Performance Documents before evaluation date so that documents will be assigned but employees cannot use them before Evaluation start date.

I have tried to use Available To Use checkbox at Document Periods level but it is also not working as per my expectations.
