Redwood Goal - Matrix Manager only can see in Development tab

Hello,

We have enabled Redwood for Goals, and we realized that a Matrix Manager can see his/her dotted line report only within the Development tab. They cannot see dotted line reports in the Performance tab.

Are we missing something? Or is this the expected behaviour?
