To update the mail notifications which manager receives when the employee submits goals

When the manager recieved the notifictions for goals approval, there is a 'manage goals' link in the bottom. Upon clicking that the manager should be able to navigate to the page were he can approve the goals. However, the manager is navigated to his own goals page.

How can we change this. Any inputs on how can we modify it?
