Add Absence, select time, the time "now" is UTC, it should be the time zone I set in "Preferences"

On "Add Absence" page, the user clicked the "Calendar" icon, click "Select Time". The time "now" is UTC time zone, it overlooked the time zone (EST) I set in "Preferences - Region". Does anyone know how to display the current local time? Thank you!

On "Add Absence" page, the user clicked the "Calendar" icon, on the calendar, click "Select Time" button.
The "now" time "10:31:08 PM" is UTC. My local time zone is EST 5PM which had been set in "Preference → Region". It should show EST, not UTC here.
