Approval going to wrong person when HR evaluates and submits manager review

Summary:

I have configured a performance document approval that goes to the worker's second level manager after manager review is submitted. In case the manager is not available we have HRs doing the manager review evaluation and submission. When HR completes the manager review the document is going for approval to the HR's manager instead of the worker's second level manager.
