New validation in Excel Spreadsheet invoice approval rules -- Relative-to Minimum Job Level

To maintain the Invoice Approval rules in Payables, we make use of the task 'Manage Workflow Rules in Spreadsheet', and maintain the rules in the provided Excel sheet by Oracle.
Normally at each release update, we have to make use of the latest version of the Excel macro which we download from this 'Manage Workflow Rules in Spreadsheet' task.
Since the update to Release 25A we now see that the following fields are marked as required at 'Generate Rule File':
- Relative-to: Minimum Job Level
- Relative-to: Maximum Job Level
- Include all Managers at Last Level

Does anybody have any idea what these fields mean, and why they are suddenly required from 25A onwards?
