Is it possible to not delete the Goals after approval process Termination?

i have a case that the employee Submitted his goals based on the rule that no manager approval required, but we have changed the approval rules and there is a manager approval required now, but for pending approvals we have to terminate them in order to follow the new approval (manager approval required) but the problem is that the goals will be deleted! how can we act to not delete the goals.
